Joel Smoker is accredited in establishing the Waringarri Aboriginal Arts Centre. He is a trained teacher, and after completing further studies in art and education, returned to Kununurra in 1984-1991, working first as an arts consultant for the Education Department then as the first art coordinator for Waringarri Aboriginal Arts Centre.
